A drawbridge, because when it's open you cannot go over it so it's closed and when it's closed you can go over it so it's open.

I got it - took a while but how about - A bank night safe - the night safe is open when the bank is closed and is closed when the bank is open

The original answer was probably Drawbridge, a more new one could be the Astrodome.......lol.
