some dogs are born with out a tail because of:
-genetics
-poor things had their tails cut off by their owner to show off
-sometimes the mother bites the tail off, i have a dog without a tail, you can't even see it. she shakes her behind when she's happy.

All dogs are born with a tail. They way they "lose" their tail is when they are around 2-6 days old, they get their tails docked. That basically means the tail is cut and leaves around 2 inches of tail at the top.

I don't think they are born like that.. The vet cuts them off.. because some dogs tails either have something wronge with them or they get to long I have no clue but try googleing it you may find something there.

Dogs are born with a tail.
Some people, and I think this is quite cruel, "dock" (cut off about half of the tail) their dogs' tails.
Look on http://en.wikipedia.org/wiki/Docking_%28dog%29 if you want more details on docking.

It's part of the genetic makeup of some dogs - just like short legs or long muzzles. It doesn't occur in all breeds but in some, like the Pembroke Corgi, it happens quite frequently.
