Zuhi, I don't think so. This may be hard to hear, but perhaps he said no because he really doesn't want to get married and he used studies as an excuse so as not to hurt you. If he really wanted to get married he would have said yes the first time.
Are you still dating him? If he wanted to commit he would have made some sort of sign by now. If you are dating, ask him if this is where he sees you guys heading. If he says no, then move on.
If you aren't dating, definitely don't tell him. The message there is fairly clear if a year has passed and he hasn't shown interest in you.
Then again, if you believe in no regrets, tell him, but be prepared for another knock back.
I know you love him, but if you aren't meant to be together that will pass and you will find the person you are truly meant to be with.
Good luck!

I don't understand how you can love someone you don't know. For all you know this guy could be into necrophilia. You don't really know someone until you live with them anyway. Not saying you can't fall in love with someone before then but you can't fall in love if you haven't even had a serious conversation about anything execpt what your class is about. Know you're in love when y'all discuss how many kids you want or at least know what his favorite color and food is.

A year is a long time to wait, and you still want this guy??!! I think he has sent a clear message that he is not interested. Please forget him and move on, there are more fish in the sea....

NONONONONONONONO don't you ever propose to him! Proposing to a guy two times when he already rejected you the first time? Marriage is no joke you're freaking infatuated! Its not even right for a girl to propose a guy! I'm trying not to hurt you. Just saying for your own good.

Drop him and move on. You've already wasted 4 years of your life so don't waste anymore.

NO!!!! have some self respect and move on. You have told him how you feel and he has told you he does not feel the same. If his feelings had changed he would have told you or at least hinted at it. They haven't changed, forget him!
