you cant directly say "i love you" to a stranger rit..well get to know her and say that u you LIKE HER.Then she will be pleased and like u too..spend time together ,go for a date and then wait for the right moment to say that you love her.

If the person doesn't know you, how do you know if you're in love or not?
I wouldn't tell the person that you love them. That would kinda freak me out if someone I didn't know told me they loved me.
