Nope. When a female dog or female cat gets spayed, they remove the ovaries so they no longer come in heat. Why would you want to have a dog that isn't spayed or neutered? So people can add more homeless dogs to the shelters? So the dog can be more at risk for certain cancers, diseases etc.?

No, once an animal is fixed it's permanent. Sorry but they remove and tie off all the necessary equipment needed for reproduction.

No, it is not reversible. But you wouldn't want to do it anyway. There are too many unwanted dogs begging to be adopted at the local shelters - hoping they will get a family before they have to be killed. Heartbreaking :(
