Not all black belts are bad A_Ss nor are U.S. Marshall's, it's a 50/50, you win some and you lose some.

Would depend on whether the US Marshall had any training outside of his law enforcement experience. If not then he wouldn't stand a chance...even against even against a lower ranking belt like yellow or blue. Absolutely NOT against a black belt.

It would depend on the situation, but if the marshall did NOT have his regular attire and accoutrements , such as his pistol, his stick, and spray and so on, THE LAW MAN WILL LIKELY have a very hard go of it, but if he was normally ready with all the above mentioned deadly weapons, of course You fight the law and the law won !@ THE LAW ALWAYS WINS BABY@!!!!! dont fight the law or you be bad boy!!!
