Yahoo groups it by language. You are in the English part. Most of the Yahoo users are english speakers from mostly America, Great Britain and Canada. Its not intentional, its just how it is.

Try Dutch ... it isn't even in the International version! English is by far the most known language so almost everybody has a basic knowledge of it.

Because this is the English language section of Yahoo!Answers. it's actually in the TOS that we're only allowed to communicate in English on here.
If you scroll to the bottom of the page, you will see a bunch of little flags. If you click on one, you'll get to that countries section of Yahoo!Answers, in that country's language.

It's because you've signed on to the English version of Yahoo! Answers. It is the default for US, UK, Canada and Australia.
Other countries' versions are a little different. You can check them out.
