my friend got with an underage girl. they where introduced by the girls brother. would all these people get in trouble

What the hell is "got with" supposed to mean, if there was no sex involved? And how old are the girl and your friend, specifically? and what state did this occur in?

YA isn't the best place to look for legal advice anyway, but if you want any kind of accurate answer, as opposed to a pissing-in-the-wind opinion, you'll have to be more specific.

If there was absolutely no sexual contact, then the VERY worst that could happen is that the girl's parents could file for a restraining order against your friend, and in that case he would only get in trouble if he "got with" her again after that. Unless she's REALLY young, then you could get into endangering a minor or something.

The only reason anyone would get in trouble was if their was sex involved.

No. Just talking to people is okay. If it goes very much farther however then it could become illegal very quickly.
