If you mean the freedom for foreign missionaries to proselytize, then yes, the government of the Republic of Korea does respect freedom of religion in this form.

My wife and I moved to South Korea last year, and we regularly attend church here. There are lots of churches in Korea (about 25% of the population is Christian). North Korea is a different matter. Some missionary groups from South Korean churches do go to North Korea (but, of course, this is not indicated on their visas). Preaching the word of God in North Korea is, I believe, officially prohibited (and risky).
Hope this helps.

Penticostal church in N Korea is one of the fastest growing in the world outside the states. Pentecostals have increased involvement in politics and public life, including Yoido Full Gospel Church – one of the Korea's most vocal advocates of human rights and religious freedom for North Korea.

don't worry about that. you can preach in South Korea because of the glory of god. you are not free to preach in North Korea, but that too is God's will. we might not know what the reason is, or even be able to understand it if we knew, but God currently doesn't want North Koreans to hear His Word.

In south Korea there is. They just don't pay attention. They just come for the free coffee. In north Korea they need special permission from the Government.
