Make an application for the information under the Freedom of Information Act to the relevant police force (either Kent or Met). Both have a "Your right to information" link on the front page of their websites: http://www.kent.police.uk http://www.met.police.uk

By driving very fast up and down the A2 and counting the number of times you see a big flash.
