In California, with Fastrak... First they snap pictures of you. Then a human looks at the pictures and punches your license plate into their computer. If they see it's registered to a member, they'll figure the chip just mis-read, and they'll ding the account the regular toll.
Otherwise they'll send out a citation, with a nasty fee and a couple options for waiving the fee. One is "A person in the car tried to use their transponder, but apparently it misread. Here's their name/address and transponder ID." Anyone like you that much?

I once heard someone telling a bunch of us how they ran it, it was pretty funny when she got a ticket in the mail not to long after that. Now they are talking about cameras by lights to get light runners. May cut down on accidents if you know you are gonna get a ticket in the mail

...generally, "they" have two automatic camera's set up...one to get your registration plate and the other to get the entire car, with a date and time stamp on the phone... in a few days, the registered owner will get a fine or a summons for Court... naughty, naughty !!!
