Hey there,
To get rid of your rough skin, please stop using soap. Soap is not suitable for your face and it tends to dry out moisture from your face, resulting in dry skin which leads to skin being rough to the touch.
For starters, buy a good cleanser. Since your face is becoming rough and most probably I suspect the skin could be dry, get a moisture rich cream cleanser instead. It is very good for dry and sensitive skin. i suggest you to use Clinique's comforting cream cleanser. It's very good for your skin. For more details on cream cleansers please go to http://beauty-tyrant.blogspot.com/2007/03/beauty-products-for-dry-skin.html
Then, get an exfoliating cleanser. Onlly do this once a week or lesser like twice a week, if you have sensitive skin. This exfoliater will help to exfoliate all the dead cells from your skin, thus revealing fresh glowing skin. Try St. Ives apricot scrub.
Get a good moisturizer to nourish your skin back to health. Everytime after you have washed your face, put some moisturizer on your face to lock in moisture. When face is moisturized, the texture of your skin is more smooth and supple. So no more rough skin on the face.
To further pamper yourself, try this home remedy for rough skin. Mash a banana, add honey and put it on your face. Leave it on for 30 mins or more if you like, then wash it off. Dont forget your moisturizer again. You'll find your skin is really smooth and supple after that.
I know you will be able to get rid of your rough skin and get that beautiful radiant skin again. For more tips for beauty and skin care, please read further at http://beauty-tyrant.blogspot.com/2007/02/head-to-toe-simple-body-care.html

I sometimes use sugar mixed with a cleanser or a little drop of olive oil, it makes a great exfoliation for the skin, but be very careful with it only gently and keep away from your eyes...... it works wonders your skin will be smooth and soft. Using soap can also irritate the skin and cause all kinds of skin problems, you should never use soap on your face. Use a dermatological cream for now until your skins pH comes back.

Vaseline only at night, then wipe it off with a cloth in the morning. You should only have to do this for a few nights, but in the meantime buy a face cleanser with a moisturizer in it.
