I am in the military and stationed in VA, I am originally from OR though and have an OR lisence. Since I have an apartment in VA, but still have a place in OR, do I have to get a VA lisence, or can I keep the one I have from OR???

Most states require that you get your license updated withgin six months of moving into its borders; I'm not sure if that applies to military personnel or not. I'd suggest you check with VA DMV and/or your Base Commander.

As long as you are in the military you are exempt from obtaining a DL in the state where you are stationed, you also are exempt from regestering your vehicle. You are required to keep both of them current however. You also can break apartment/house leases without a charge if you receive orders to another base, always check with legal on issues like this as there are a lot of exclusions for military personnel!

In NC, if you are going to be living here for 3 months or more, you have to get an NC license. It may be different in the different states, but you could find out by calling the local DMV office and asking. That's the only way to know for sure.
