Tour de France and other similar events it is Nine.

But it depends on the event

There are a lot more members on each team. Around thirty riders is common. Then there are a couple of managers, technical directors, sporting directors, doctors, Physiotherapists , Soigneurs, Mechanics..........

Roughly 70-80 all up. (each team).

There's no worldwide rule, generally in the amateur races it's "as many guys as you can bring" and as you go higher up the skill / pay scale, the race organizers are more likely to have specific rules. The Tour de France with 9 for example, the Olympics and world championships have a complicated system where some countries get more than others.

The full team may consist of 25 or more members, but only 9 participate in the Tour de France. Also 9 ride in The Giro and Vuelta, other races may be different. Check out team.discovery.com for their full team roster of 28 members.
