Hi,
it isn't illegal to see anything! However I assume you meant 'is riding a horse on the sidewalk illegal?'
In most places it is not illegal to have an animal walking on the sidewalk, though there may be local bye-laws that prohibit the action. It should be treated in the same way as walking a dog...
...There is, however, a possible safety issue here, in that if a person was to ride a horse through a crowded sidewalk area a pedestrian may get injured.
If that happened the rider would be responsible as, even if the action of being on the sidewalk was technically legal, ALL animals must be 'kept under control'. A horse that stepped on a pedestrian or knocked one over would not be considered 'under control'
If it is a problem for you I would advise checking with your local mayor's office, or the police, to see whether there is a bye-law covering this possible problem in your town/city.
Good luck (and watch where you step!)
Cheers, BobSpain

It is legal in most areas to ride a horse on the street and sometimes sidewalk. On the street, they are treated just like a car driver, but hopefully with no honking horns or rudeness. Besides, where is it stated that you can only ride horses during "rodeo time"? I dont know, but I ride all the time, so maybe its rodeo time all year?

In certain areas there are old laws still on the books and one of those was an open range law that allows you to ride a horse anywhere you want to.
It depends on the area and what local laws are on the books.
We live in a fairly large town and I see people riding horses in town at times.

Living in the quiet countryside of England I suppose it would be illegal for a cowboy to ride on the sidewalk, here. It conjures up quite a funny picture. Sorry - I couldn't resist it.
