i was going to buy something for me and i knew that is she like this something too, so i got her one too. and she said "your so buy off" what did she mean? and she toll everybody that i bought her something. and i think she knows that i like her. i always find her looking at me when i look at her like 10 out of 8 times.

"You're so buy-off" means that you're trying to get her to like you by giving her gifts, aka "buying her off."
Here's a hint: if she said what she said, and told everyone you bought her something, she doesn't like you. If she liked you, she would have thanked you, and she would only have told people in a "wasn't that sweet?" kind of way -- which, from the way you describe it, this wasn't.
Here's another hint: if she was a decent human being, she would have handled this differently even if she didn't like you. Specifically, she would have either turned down the gift politely, or accepted it graciously -- but also saying something tactful, like "I always hound my boyfriend/husband to get me one of these, but they never do." In short, they'd be nice people, but they'd also give you the clue that they were taken (or at least not interested.)
Instead, she insulted your intentions and told everyone what you did. She's not a nice person, and she didn't deserve the gift. Let this be a lesson to you.

yeah you can say she likes you but may be she is just to shy to tell you anything or maybe she is just playin hard to get.
