I've have these two dogs for a long time. The male, Charlie since he was a pup and is now ten, and the female Mandy since she was 2-3 years old. Every time my uncle comes into my room, or Mandy hears a loud noise, me coming home, or even sometimes me just getting out of my chair, or sometimes even for no apparent reason at all she attacks Charlie. She doesn't cause any serious injuries to him, but she definitely goes after him. He doesn't seem to defend himself that much against her, but once in a while he will. I just don't understand why she does this. Of course we try to correct her, but it just doesn't seem to work. And it's not like we give him more attention or anything we treat them both exactly the same. I just don't understand why. Any insight to this anyone?

Pack order issues could be part of the problem since you mentioned you treat then exactly the same, Mandy is you more dominant dog so should be supported as such

Does Mandy get really wound up you or your uncle comes in? Do you have a history of excitedly greeting her when you come in the door, If so do not give her attention until she is calm .

There is likely possessive territorial and redirected aggression going on here with her attacking the other dog at moments of high excitements it is more common in cats but occurs in dogs too

If problems continue or escalates it is time to get in touch with the vet for a referral for a behaviourist to find solutions

It is hard to say, but I think you are missing the actual "trigger" that causes her to act that way. I think Mandy has assumed the dominant, alpha or pack leader role. She is either "correcting" Charlie or putting him in his place. The key is to correcting her in a calm yet assertive approach before she even attacks him. Have you heard of Cesar Millan, also known as the "Dog Whisperer"? He has a show on the National Geographic Channel. I have been using his techniques on both of my dogs for the past 2 months and have been seeing steady improvement. One of my dogs is very strong, stubborn, and dog aggressive, but he is learning and getting much better. Check out Cesar's website when you get the chance. www.dogpsychologycenter.com Good luck!

Sound like she has noise issues and by attacking your male, that is how she releases her tension. Also she seems to be that alpa and a bully also. Find a behavioral trainer and get some help, because she may not hurt him now, but eventually she will.
