what is a good program?

i am looking for a program that will clean/ speed up my pc. i have nortons windows defender and i update 2/3 times a week. someone told me there is something running in the background.

Running ANY program will slow your computer down. Aside from doing frequent antivirus scans, no program will ever actually speed your computer up.
