Believe it or not guys can be pretty shy. They may think that telling you that is their way of making their move and want you to make the next move.
Another reason could be that you might not be that hot and they tell you that to spare your feelings.
I find it highly unlikely, like others above have stated, that you could be hot and they just don't like you because of your personality. In a perfect world that would be the case, but if you are hot guys are interested regardless of your personality. Especially in high school.
So it's probably one of my answers. I'm guessing that you might very well be "hot" but you're expecting much more from them and they could be a little intimidated. That's another possibility; that you're drop-dead gorgeous and they just think you're going to reject them because they feel they don't add up.
Either way I hope you should understand that being hot can make things in life easier, but I've noticed that naturally attractive people rarely have any depth to them. Since everything has been so easy for them they never had to develop any other virtue than "being hot". Most hot people are intellectually, and morally boring.

Because maybe you are soooo hot they feel you are out of their league and feel even they may be rejected by you if they ask you out. You little hotty you.

maybe they're scared you might reject them, or they like different qualities in other girls that you may or may not have. Being hot isn't everything.

its either because they are too shy, or scared of you saying no or they dont think you are there "type" personality wise
