it wouldnt be soo bad if you were 18 and he was 23...but your still young you should wait till you are a little older and a little more mature....

The fact that you even have to ask means that you are unsure. And if you are unsure about a situation as serious as this, I would highly recommend that you reconsider your relationship aspects. There is always more to a relationship than just intimacy, see if you can handle it without. Just as a general guide line, you probably shouldn't go 2-3 over or under your age. Especially if you're not even 18.
But if you want an answer of good and bad, thats not something that anyone but you can decided. But I think you already know.

not only is that illegal, that's scary. any 20 year-old who is messing around with someone your age has more than just a few issues.
