My brother wants to marry some woman he met in another country. He keeps asking me if its possible that he could marry in the foreign country and come back to the United states with his new wife. Or does he need to bring this woman to the U.S. so he can marry her here?

Since a visa is required for non US citizens to enter the US, it may be easier to have him apply for a Fiance' Visa so he can bring his fiance to the US to marry. They can however marry outside of the US, but she will still need a Visa to enter the US. Once they have been married and she is in the US she can apply for a green card for permanent residency. If she is planning on residing here in the US she should come over here. She will still have to get a Visa, but the process is a bti quicker than if your brother were to try and become a resident of their country.

Laws in other countries may be stricter than they are here in regards to marriages and whatnot.

I believe he will have to marry here to be covered under the marriage laws and get citizenship.

he could marry her there, bring her over and get a lawyer, no need to wait forever for a visum
