If you cross the border into Canada or Mexico, even if you are a U.S. citizen, yes, you need a passport. I'm not sure about the resident alien status, etc, mentioned above. I wasn't aware of it.

My husband is a Canadian citizen and is a legal permanent resident of the US. When he travels outside of the US he shows his Canadian passport and green card when re entering the US. .

he needs a VISA to get in ... to obtain a passport you have to be an American Citizen .
