The Department of Energy and Congress came up with it. It's supposed to save energy by people not using as much energy because it will still be light when you get home. So you won't have as many lights on. And when it's dark you should be headed to work

it was a blurb in some energy bill passed 1 or 2 years ago. It also states that if the plan does not save money, day light savings can revert back to the original date...

by the way, it's "daylight saving time" not "daylight savings time"
