Get him tested. He may be smart, but people don't just refuse to learn, something prompted his withdrawal. He may be struggling and doesn't want anyone to know so he shuts down. So please get him tested to find out the problem.

Are you sure the kid is refusing to learn? Maybe what you are teaching is so behind the kid that s/he is bored. Try giving something to learn that is way advanced and that will interest and challenge. If you are a teacher then I know you have budget and time constraints so you have to somehow find a way for the kid to want to teach him/erself. Good luck. Mine dropped out, but I agree with my students that I wasn't the best teacher in the county. I got out of the profession and I think I did it a favour.

He is smart but unwilling to learn? Then how do you know he is smart?
If this kid dose not want to learn what you are teaching him/her does not mean he/she refuses to learn. Just means he/she may already know what you are trying to teach him/her, or is board by what you are trying to teach him/her., or you have not explained to him why he needs to learn what you are trying to teach.
If you are his teacher you need to find another way of reaching this kid. If you are his parent you may just have a free thinker on your hands.
Good luck in any case, you have your hands full.

This is what I have done w/my kids and it has worked for me. I ask them if they like electricity, yes, food, yes, tv, vacations, etc..yes yes yes. Do you know where I get the money for them? Work. How did I get a good job? COLLEGE. How do you get to college? Good grades in High School, and learning in elementary, and so on.... No learning? minimum wage for life or you better marry someone rich.

Ohh my kid's smart he doesn't want to do anything, all he does is sit at couch all day, watch tv and eat potato chips yum yum
what'?! smart kid don't need to learn, they are already smart.
The kid's smart, it already knows what it wants.
Don't make your kid dumb by teaching it subjects that you think its good for him.

Dont push the kid but be firm with him/her
restrict computers and other devices and nag him sometimes

Don't give him a choice not to learn - if you're the parent, you have to act like the parent.
See the way you guys are rating my answer??? That's why we have so many idiots on earth now, because people don't know how to put their foot down with children. I'm probably talking to a bunch of teenagers anyway...

Try to find different ways to engage him/her and to spark their interest in learning.
(Of course, this may not always be possible in a public school setting)
