Yes that person can go to Heaven, if they believe that Jesus Christ, Lord and Saviour, is the Son of God and fully repents for their sin and baptized in the name of God the Father, Jesus the Son, and the Holy Spirit.
Acts 8:35-39

35Then Philip opened his mouth, and beginning with this Scripture he told him the good news about Jesus. 36And as they were going along the road they came to some water, and the eunuch said, "See, here is water! What prevents me from being baptized?"[a] 38And he commanded the chariot to stop, and they both went down into the water, Philip and the eunuch, and he baptized him. 39And when they came up out of the water, the Spirit of the Lord carried Philip away, and the eunuch saw him no more, and went on his way rejoicing.

Before the baptism (by immersion only) can begin, the person has to hear the Gospel and believe it. Faith must always precede baptism.

Murder is not the "unpardonable sin". If a person truly repents of this act, and asks Jesus into his heart, He will be saved. Yes he will go to heaven. Remember Saul of tarsus who became Paul, caused many early Christians to be executed. He is surely in heaven, King David also was a murderer and he wrote many of the Psalms. He was punished for his sins but he was forgiven. Hope this helps.

Yes a person can go to heaven even if they preplanned to have someone killed. They may get into heaven and may not have any rewards. Obviously God will have given the forgiveness before they died, but only after they have repented. Moses was such a man that repented and God used him in a great way. Don't you think?
And Moses will have rewards !!!

1Corinthians 6:9 Don’t you know that evil people will not receive God’s kingdom? Don’t be fooled. Those who commit sexual sins will not receive the kingdom. Neither will those who worship statues of gods or commit adultery. Neither will men who are prostitutes or who commit homosexual acts. 10 Neither will thieves or those who always want more and more. Neither will those who are often drunk or tell lies or cheat. People who live like that will not receive God’s kingdom. 11 SOME OF YOU USED TO DO THOSE THINGS. But your sins were washed away. You were made holy. You were made right with God. All of that was done in the name of the Lord Jesus Christ and by the Spirit of our God.

Based on the bible NO!
1 john 3:15 Whosoever hateth his brother is a murderer: and ye know that no murderer hath eternal life abiding in him.
However it is also in the bible that you are to hate.
Luke 14:26 If any man come to me, and hate not his father, and mother, and wife, and children, and brethren, and sisters, yea, and his own life also, he cannot be my disciple.
Ah yes the contradictions are everywhere. Just look for them you'll find them!

Both cases can be scripturally made. I'll take the against position:
1 John 3:15 Anyone who hates his brother is a murderer, and you know that NO MURDERER HAS ETERNAL LIFE IN HIM.

Anyone can go to "heaven" as long as they TRULY repent. That's all God asks... That you live a good life being kind to others, honest, morally pure. Not that you be perfect but you try to be...

If his heart is pure and repents and Has Jesus as Lord and Savior.
Murderers dont go to heaven only people saved by the blood of Jesus.

Yes if in the hour of his death he notices what he did wrong and pleaded God for forgiveness which God will always grant.
