I believe it would contradict their set of beliefs regarding physical attatchments to this world. However I may be mistaken as buddhism has a lot to do with serving others.

According to the Vinaya (a certain law taken by the monks) it suppose to be no, they cannot. Because they are suppose to let go the attachment toward earthly matters and focus to learn the Dhamma.

No... they have taken a vow of celibacy...
However when China Overtook Tibet... and enslaved many of the monks and nuns... many were forced to marry or have sexual relations to save their lives and the lives of their families... China tried to vanish Buddhism from all of Tibet... they have still been unsuccessful at this time :-)
