This is what you need to do:
1. When the kids talk to you about this record it. And get a neighbor (unbiased) to come listen and sign your paper as a witness.
2. If you see meth stuff in apartment/house take a picture. A camera phone is a good way to take a picture without someone noticing.
3. Keep a good record of what happens.
4. Get a law official on your side. Don't officially report just feel people out until you find someone who is sympathetic and willing to help.
5. Get someone else to report to CPS, don't have them mention you. You can even ask school officials to watch for behavior, they can't tell you anything but you can tell them you are concerned. Just be careful to pose it as a possible, you don't want to get sued for defamation of character.
5. Once you have some actual evidence then make another official report.

Sometimes these things take awhile, it sucks, but that's the system. Let the kids know that your house is a safe house and they can come there anytime, this will help them until you can make another official report.

EDIT: the other suggestions are good too, add them to this list :)

Next time you call CPS ask them if it is possible to check the children's skin for the drugs. My sis-in-law used to do drugs with her baby in the house and when they came and took the baby the first thing they did was take her down to the lab or where ever and they did a test on her skin. It doesn't hurt the child. I'm not real sure what they do but they can tell if the children have been in the same room where someone is smoking meth. Just tell CPS that you know that they are doing this in the house and this way will prove to them. I really hope that they get those kids out of there.

call the cops and tell them that she has drugs in the house. CPS always announces when they are coming and meth takes a very short amount of time to get out of your system. call the cops.

Call them again. And again. And again. And again. And again. And again. And again. Every day. Keep calling. Keep calling. And then start calling your state elected officials and complaining about your CPS and cops. Call, and call and call and call and call....have them come in the middle of the night...whatever. Just keep bugging and bugging and bugging...
The squeaky wheel is the one that gets the grease.

God bless you for caring about these poor kids! Keep caring because without you they don't have anyone. A meth-addicted mom is not going to care.
