No one will help teach me to put animated wings on my dogs photo, im 12 can anyone help me?

Check out this site. It has free software that is easy to use.
Pivot makes it easy to create stick-figure animations. You can build your own stick figures and load your own backgrounds. The animations can be saved as animated gifs to be used on web pages. An example animation is included.

If u've taken comp as a subject at school you can ask ur teacher or someone in the comp club. Or you can find the Online Tutorial

My guess is you have to pay extra to get those kind of
features. I have the FREE basic one and there are
no add on options like that in basic version.
