i do flirt with him and i've caught him staring at me before and we've looked into each others eys for what seemed lie awhile and we are friends and recently he's been kind of avoiding me

yea and nah! You can keep looking at him, smile at him, sit next to him ,start casual conversation with him. Then again who is to say he is even looking for someone. This may not work and you just might have to use your mouth piece
