Tell him you like him by laying a kiss on him. He probably likes you too and is asking someone else the same question. Boys generally don't become "best friends" with girls unless they like them. He's likely scared of rejection. If a kiss is too bold compliment him, like I love your eyes, or you make me feel so good when we are together. Might make him make the first move if he knows you are interested. You only live once. Take a chance. I think he'll be delighted.
Every boy I thought was my best friend ended up liking me all along. I'm grown now and married so I can see things a little different now. Go with your instincts. He likes you to.

well first ftart wit just being frineds or ask him 2 hang out somtime then tell him u had a good time and would like 2 hang out more often then ask him 2 b ur boyfrined when u feel confertable around each other.
