Hoo-rah! I was in JROTC at my high school. It was da bomb. I wouldnt really suggest dating in JROTC since they dont really like the whole PDA (public display of affection) in or out of uniforms, but If you relly want to go ahead. Depending on his rank, he might just be asking everyone for their numbers to contact for events and duties. He might like you, I dont know since I dont have much detail, but I say just see where it leads for a little while, until you are really sure.
