Well...that's a tricky question. I would say, at this point in time, no. This is because Vista has many driver issues, and is compatible with many devices.
In addition, most PC's can't handle the new glossy appearance of Vista.
The User Account Control can be irritating at times and the user will often turn it off to avoid the annoyance (but defeating the purpose of it in the first place).
Plus, it also depends on your definition of "best." If newest = best, then yes it is. In terms of how innovative it is, certainly not. I think I would say 95 takes that piece of cake.
So what I'm really trying to say is, no. Vista isn't the best. It's better than XP in some ways, but not worth upgrading to until the first service pack comes. Maybe even the second. Time will tell.
P.S. @ The person above me --- Why is it Yahoo!'s responsibility to cater to the needs of Windows?? You don't need Windows to use Yahoo!. Yahoo! isn't obligated at all; rather, it is the other way around completely.

I tested Windows Vista during its Beta 2 stages. The operating system was not built with the average computer user in mind. I've never had a problem with my computer hardware being up to par with the software running on it, but Vista was a different story. For example, I loved editing movies in Windows Movie Maker when I had XP. After installing Vista, I was very pleased to see the NEW Windows Movie Maker already installed. I opened it and was disappointed when an error appeared reading my graphics card was not advanced enough to open Windows Movie Maker. So not only did the new version not even open, I had no option to install the old Windows Movie Maker that used to do the job fine for me.
I ended up converting back to XP before the Beta was even over.
Vista still has a long way to go in my eyes.

Not yet it isn't....there are too many cases of programs not running due to drivers that aren't yet compatible with Vista. My advice is to hold off on Vista for at least the next year until things get caught up.

No nothing is compatiable with Vista yet. To be honest i think it is the worst one Gates has did thus far. There is deffinately room for improvement.
