It is an image of a CD or DVD, you need an image mounter to use it. Once mounted the computer thinks of it as an actual disc.

an ISO file is like a zipped file but it is specifically designed for having the contents written to CDs or DVDs, you will need an ISO burner to put it on a CD
and if your talking about installing it (an ISO of an operating system) you just need to tell the computer to boot from the CD

ISO file is an image file. u can try download a software call alcohol 120% to open it (trial version). or u can choose burn it into a cd (by choosing Image Project in Nero). Then u will saw those files inside.
Or u can try using WinRar to open it.

ISO file simply is and disk image. You need to write it to a blank CD using NERO or any cd writing software to use it.
Alternatively u can use ISOBuster to see / extract its contents directly
