Guys are guys, they will do that. You know that they will look, whether you are dressed up tight, or in a pototo sack, thats just what guys do. Im not saying thats respectful, or right in anyway, buy hey....you are a female and they are males. What do you expect?. Find another route to walk so you dont have to hear the catcalls. Walk with a friend if you are worried that they will bother you. Do something to deter the situation and protect your self. But some guys WILL do this, most will not, if they have any maturity about them. Good Luck.

No...they're not all perverts. There are A LOT of pervs out there, but there are also lots of good and decent men out there, too. Now...you are a young thing and you just haven't learned enough about this yet. When you walk by a group of guys...they are going to notice a nice looking girl when she walks by. It's only natural and it's also an ego thing with men because if some of them ignored you as you walked by, the other guys would rag on them and accuse them of being gay and say all sorts of silly, teasing things. Besides, men are drawn to a beautiful girl and what's wrong with this ? As long as they're not shouting obscenities and disrespecting you...there is nothing wrong with a little staring and whistling. But when they keep gawking and mumble under their breath or say nasty things...then that's just rude and uncalled for. Just overlook those morons that behave this way. Learn to appreciate the ones that are just looking because they admire a pretty woman. Women are the same when it comes to men, right ? We're just sometimes not quite so obvious...

14-15 year old guys think with their Johnsons...ok, so do 40 year olds, but that doesn't make them perverts. A little whistle, is just misbehaving. A boys will be boys thing. You didn't do anything wrong and neither did they. You walked by, looked at them, and they did something to catch your attention.
You're at an age where you and the guys your age are like "OMG there's a girl/guy, now what do I do?" Sometimes your responses or theirs won't be too cool. Give it time, it's called growing up and maturing. Just a natural course of things.

OK first you can quit lying to us even if you refuse to quit lying to yourself:
QUOTE: "... I was wering semi-tight clothes..."
QUOTE: "I was dressed modestly..."
I'm guessing that your claim that you "could pass for a ninth grader" refers to perhaps your bosom or something? You're an early bloomer, and, as women go, "reasonably endowed"? WELL WHAT DO YOU EXPECT WEARING semi-tight CLOTHES NEAR THAT MUCH EXCESS RAGING HORMONES? Between their puberty processes and the way society is, combined with your obvious desire to dress attrractively even if it's true it was not over the top (and I have my doubts about that) you got about what you should expect.
So, you decided to "glance over to make sure they aren't paying attention" to you eh? I think you were just making sure they WERE all staring at you to stroke your own ego. So you're a hottie, eh? Well you'd better work hard in school because looks don't last and you may wind up like Teresa in 10 or 20 years, no skills, no friends and basically homeless and full-tilt bozo to boot. Or you can make something of yourself, after dressing a little more conservatively, and maybe you'll attract less of the wrong kind of attention that way.

What turns a guys head is often a surprise to women. You may think you were modest, perhaps you were, but sometimes guys will pick up on something that girls don't notice.
Plus, you add that a group of guys together and often they think they have to out 'horn-dog' one another. One guy does it and the others think they have to do it also to be cool.
To be honest, any heterosexual guy who says he has never stole a glance at an attractive girl is a liar!
Realistically, if you were with a group of girls and a well dressed stud muffin walked by, wouldn't you steal a look or two? Just guys have to macho it up.
--Just becuase everyone does it-don't make it right--

They or the guy who whistled at you was attracted to you and wanted to let you know. Take it as a compliment. The reason why they were staring is because it is so unusual to see a girl walking down the street. Look around you. You see guys all the time. How often do you see girls? Maybe when girls are a normal sight to see on the street or at a park guys will stop staring. Another thing to remember is we all have minds that are attracted to beauty

They do that because they're boys and when they become men in a few years they'll do it more. When you become a little older the odds are you will be more attractive than you are right now so prepare. They aren't necessarily perverts, just males. It is a fact of life. When a guy notices girls checking him out his day is made. The more blatant the better. I guess that's one of the things that separates men from women. It has been stated that WE are the hunters and YOU are the hunted. Have fun growing up.

Guys act different when they're around their friends...something called "group think." It's easy for them to say what's on their mind and have the support of their buddies. I'm sure if there was only one guy playing basketball, he wouldn't have the guts to whistle at you (maybe just take a peek). Many guys are perverts. You probably already know that they were thinking of you in an intimate way. They just like to prove their manhood by saying it out loud.
You weren't dressed provocatively, so I wouldn't worry. Take it as a compliment.

We're guys. We're wired that way. As we get older we are able to control ourselves a bit more, and be a little more discrete.
If they didn't touch you or harass you, look at is a complement.
If this were a guy you fancied you wouldn't have a problem with it. Be consistant.
The simple answer is he's not a pervert, he's a guy. If you ever deal with a pervert you would never call these guys perverts.
