Well in Genisis it says "And God said let there be light and it was so". This means that darkness had to come first. In a sense God is light. I know God is not a ball of light or anything if thats what you are asking because we were created in his like image and i dont know any one who is a ball of light. God is pure and perfect and many see that as light, so in a way yes God is light.

Genesis tells us that there was darkness first and then the Lord created Light.

I wouldn't say God is LITERALLY light. You don't hit your light switch and go "Oh, HI GOD!" or when the sun comes up you don't say, "Look! God is really bright this morning!" The Bible compares God to the Light because He guides and shows us the Way. If you mean God is like Light then yes he is. Light helps you see clearly, guides you, and shows you the correct path. .so does God.

God is both light and darkness. How can darkness exist, without God? Nothing can exist without God; not light, nor darkness; not heat nor cold; not directions, nor dimension; not good, nor bad; not qualities, nor values; not manifestation, nor void; not intelligence, nor thought, nor wisdom; not motion, nor inertia; not time, nor infinity.

There is absolutely nothing, either named or un-named, known or unknown, done or undone, formed or unformed, possible or impossible, perceived or imperceivable, that does not come from God. He is the cause of all causes, the origin of everything, the summum bonum of existence, the beginning and the end. God is the original definition, form, substance, and essence of All, and Everything, without exception.
