You are missing a key word, "when."
Thus, "[When] all modes of redressing a wrong having failed, Raising of sword is pious and just."
Or, "When all else fails, then kicking butt is OK."

When by all means we have failed to rectify the wrong person, his thinking, his deeds and he is continuing to harm humanity, then it is pious and just to raise the sword and bring him to soil forever.
