Well think back when you were a small kid and kept saying the same old thing over and over about a hundred times when you wanted something or do something and you were told no,parents had to learn to tune you out and it became a habit that they still have and can't get rid of it.

I am a parent. I have a good report with my daughter. there is an art to conversation. If one chooses not to be a receptor then there is nothing you can do. You may want to change you tactics in conversing with your parents. Listening is the most important part of a communicating with each other. It could be your parents never learned the true art of listening. you may want to try asking your mom or dad to paraphrase what you just said. If they don't even come close you may want ot repeat yourself a Little bit more with clarity, Often people who think they are great communicators actually do not send clarified messages. When that happens the receptor fails to receive the message and cannot respond with out letting the sender there has been an error.
I'm sure your parents actually hear more than you think they do, its a parental thing, a safety action if you will.

They've probably got a lot on their minds, and a lot of problems of their own. They probably do want to listen to you, it's just that they probably zone out sometimes (probably thinking about bills to be paid). Just give them a little wake-up call. They're only human, and it is kind of an involuntary reaction. They probably don't even realize they're doing it -- about like you zoning out of a boring class. You might not mean to, but it just happens sometimes. Just try to recall their attention with a "Mom/Dad, are you paying attention?" They like to know that you still need thier attention.

Because listening does not mean agreement, some people confuse the two.

Because after a while the whining sounds like "blah, blah, blah" and it's hard to adjust your ears to hear.
