Prima Facie evidence is sufficient evidence (both direct and circumstantial) to establish that the suspect committed the crime. For example, in DUI cases in CA, if the officer sees the person driving, and the person later blows .08% Blood Alcohol Content, that is prima facie evidence that the person was DUI (that their driving was impaired). No further evidence is needed, though it would be nice to have, that they were driving poorly, that they were uncoordinated, etc.
