Attempt to find a seam and pull, if the backing is sticking you may need a scoring tool. It is round and fits in the palm of your hand with rollers and notched blades that don't extend out far enough to scratch the wall. This helps to put small openings into the back layers where you can then spray half strength fabric softener to help loosen the adhesive. Once the adhesive is loose it should either pull down or scrape down. Make sure that you wash the half strength fabric softener off before reapplying border or painting.Good luck, I hope this helps you.

You can buy a perforating tool at the hardware store, then soak the paper to release the adhesive. You can use a liquid that's made for this purpose, or you can use cheap liquid fabric softener, just spray it or wipe it on with a cloth. Let it soak for several minutes and then scape off gently with a scraper or a spatula.

try lightly wetting with a spray bottle to soften the glue and gently scrape off. if there is wall paper beneath that you don't want to remove don't use so much water as to soak it too. if it does start to come off, just go to a different area till it dries some and re-do.

all u need is a box cutter and a bottle of warm water. cut x's into the paper and then spray the wall with lots of water do this is a section of about 2ft at a time and then peel off the paper.
