You must be 16 to solo a powered aircraft, 17 to get a Private Pilots Licence (in the USA). However you can get a Private Pilots licence for a glider at age 16 (solo at 14). There is no limit as to when you may start training. You can take lessons at 6 if you want, you just can't solo until the specified age.

In the United States, the FAA requires that you be at least 16 to solo in a fixed-wing aircraft and at least 17 to take the checkride and get your license... you must be 18 to get your commercial.

Here in NZ (should be the same in most ICAO states), the minimum ages are:
-Solo 16 years old
-PPL 17 yearls old
-CPL 18 years old
-ATP 21 years old
