An in-expensive Leupold will never do you wrong. A simple 3x9 with a duplex cross-hair is a fine scope for the Mini-14. I got to shoot a friends new Mini14, and with a Leupold 3x9 and his reloads, we were getting one-hole less-than-dime-sized groups at 100 yards. An accurate rifle deserves an excellent scope - the one I mentioned can be had in the $200-300 range.

I have Burris, Nikon and Leupold scopes (and some that aren't made any more), and my preference is for the Leupold. Either a 2-7 or 3-9 would be appropriate, and the normal VariX II or III may be a bit pricey for your Ruger, but if I were you I'd be investigating the new VariX I's.

Not too sure about the AR-15 myself. I consider a Burris scope(Greely,Colorado) to be one of the best for price.

The shooter has to decide. there are all kinds of combinations of scopes and mounts. You should use what you are comfortable with.
