a good shampoo will range from 7.0 to 7.4 This range is considered neutral... Goes with Conditioners also..

a good shampoo contains weak acids which shall turn blue litmus solution to red IF IT IS MOIST.

Red, because I have seen shampoo bottles brag about "low pH". So it would be acidic.
