Distance Education is when you study away from the campus/take of site courses. It can be online, or in some areas classes are broadcast on TV. In some places students meet with an instructor only when they have questions, or to turn in some assignments. It's designed for people who have disabilities and often can not make it to regularly scheduled classes and those who are working and who are unable to work their job schedule around a regular class schedule.

It's basically a study at home, at your own pace course.
Most will send you the books and give you some sort of time line, but you have to do the reading and assignments on your own. Some places will have a tutor that you can call or contact via email, for additional help. When it's all over and done with, depending on what course you did, you may have to go somewhere (your local college) to do the final test to get a diploma or certificate.

It's a course you do at home. They send you all of your materials and tests through the mail or sometimes it can involve online courses.
