More info please -- do you know WHY your application was declined? If not, then try to find out from a graduate admission advisor. Also, contact the advisor to learn what can be done to improve your application & situation.
You may be able to petition for a conditional or provisional admittance. see: http://www.gradschool.unh.edu/home/admit_policy.html
for an idea of what to do.
Their " Appeal Process for Provisional Admission
If you are denied admission, you may have the option of appealing the admission committee's decision, and applying for Provisional Admission to the Ph.D. After the program application review cycle, the department's Director of Graduate Programs (DGP) will notify in writing those applicants who are eligible for Provisional Admissions. If you are not contacted you will not be eligible for this appeal process. After receipt of the letter, the following must be completed and received by the department's Director of Graduate Programs no later than the application deadline for next admission cycle.
1. A letter appealing the admission decision clearly stating the rationale as to why you should be admitted Provisionally into the program. This letter should be accompanied by exemplary collateral evidence demonstrating your potential for success in the doctoral program. Examples of collateral evidence are:
2. Additional samples of professional writing (e.g. grant proposals, innovative curriculum projects, reports)
3. Additional letters of recommendation
4. Any other professional artifact which would help us see more dimensions of your academic capability
5. Receipt of a letter from each of two faculty sponsors from within the dept. of C&I. Each letter should state the faculty member's willingness to support your application for provisional admission, and to serve as the chair of your doctoral committee.
6. Receipt of a Plan of Provisional course work indicating at least two graduate level courses (6 hours) at NC State University that you plan to take. Successful completion of these courses with a grade of B or better should demonstrate your ability to analyze, synthesize, and engage in high level analytical thinking and be successful in the Ph.D. program. Your courses should strengthen your academic profile, and should be selected in consultation with your faculty sponsors (e.g. ST 500 and one content area course in your selected specialty area within C&I). These courses should be completed as soon as possible, since your application is valid for one year from the date that you signed it.
These materials will be reviewed by the Provisional Admissions Committee during the next admissions cycle, and a decision concerning Provisional Admission will be made. Upon admission to Provisional Status and after completion of the courses on the Plan of Provisional course work, at the next admissions cycle the Provisional Admission Committee will review these course grades to verify that you have achieved a grade of B or better in each course. If so, the committee will recommend to the DGP that you be granted full graduate standing and this recommendation will be forwarded to the Graduate School. If you have not maintained a minimum GPA of 3.0 in these courses, the committee will recommend to the DGP that your Ph.D. program in Curriculum and Instruction be terminated, and this recommendation will be forwarded to the Graduate School. Your application wasn't good enough. You need to improve it. From Graduate School 101:
"So just what do admissions committees look for? Their goal is to identify applicants who will become important researchers and leaders in their field. In other words, admissions committees try to select the most promising students. What's a promising student? One who promises to be an excellent graduate student.
The ideal graduate student is gifted, eager to learn, and highly motivated. He or she can work independently and take direction, supervision, and constructive criticism without becoming upset or overly sensitive. Faculty look for students who are hard workers, want to work closely with faculty, are responsible and easy to work with, and who are a good fit to the program. The best graduate students complete the program on time, with distinction - and excel in the professional world to make graduate faculty proud. Of course, these are ideals. Most graduate students have some of these characteristics, but nearly no one will have all, so don't fear." -- from http://gradschool.about.com/cs/miscellaneous/a/want.htm
You will need to add something to your previous letter, such as mentioning the paper & including more letters of recommendation & an *improved* personal statement. If there is a problem with your GRE score, then study and re-take the test.
