Yes, they are looking after you and praying with all the saints in heaven for your well-being. It is called Communion of Saints. Here is the Church's teaching on the subject:
960
The Church is a "communion of saints": this expression refers first to the "holy things" (sancta), above all the Eucharist, by which "the unity of believers, who form one body in Christ, is both represented and brought about" (LG 3).
961
The term "communion of saints" refers also to the communion of "holy persons" (sancti) in Christ who "died for all," so that what each one does or suffers in and for Christ bears fruit for all.
962
"We believe in the communion of all the faithful of Christ, those who are pilgrims on earth, the dead who are being purified, and the blessed in heaven, all together forming one Church; and we believe that in this communion, the merciful love of God and his saints is always [attentive] to our prayers" (Paul VI, CPG § 30).
Peace and every blessing!

Neither. The Word of God tells us that the dead know not. Nor do they see, or think or anything else. They are asleep in Christ. When He comes as a thief in the night, and the dead in Christ rise first, then if they lived for Christ according to all that He told us, one or both of them may look upon you. Hopefully right at you, and not down at you, or that means that you got left to face the time of tribulation on the earth.

Praying is basically a tuning in into the spiritual world, they can feel your prayers when they are of a concern type prayer, heart felt, although, you prayer to God, family spirits do feel them, and usually they would come and check in on you. Usually if they notice that you can either see them or feel them, they may communicate all the more.

Yes. They are looking down and cheering you on so you can be with them. The Bible mentioned in Revelation that the saints were looking down at the earth and saying "How much longer Lord before you revenge our deaths." These are the martyrs who died in the Tribulation by the hand of the beast who chopped off their heads for believing in Jesus. So if they can look down from heaven, why couldn't your brother and dad be looking down cheering you on also!
