Tell him that it's that time of the month. Then if you're older than sixteen, if you want, there are other ways that don't involve actual sex. If you're under sixteen, then you shouldn't be worrying about it anyways. lol.
But just remember... it's really not fair to him to make out with him, then leave him hanging. A) it's painful, and B) you wouldn't like it if he did it to you. So just remember that.
