i found that most guys won't say the "L" word because in their minds its admitting that they're human and sets them up for getting hurt. when my boyfriend now fiance had a hard time saying the "L" word is because the last time he said it his x-girlfriend left him with no explaination not even a letter

Well their are a lot of things to consider. Either he doesn't love you or he is one of them shy guys. But something in you tells you when someone you care about cares about you too. It shouldn't matter if he tells you as long as he shows you he does.

Maybe he is shy like me or he is waiting for you to say it first. Also, he could try to avoid saying ot because he might think you will take it the wrong way and break up with him or something...

Sometimes its easier for a girl/guy to SHOW that they love you rather than to say it. When the time comes, he/she will be able to say it without any hesitation. I would rather have someone to say "I love you" when THEY want to, it`ll MEAN so much more to both him & you. =]

Probably shy.
Just remember that actions speak louder than words. Do not pressure him to say it. Just pay attention to how he treats you. Be patient and relax. It will come in time.

Maybe its hard because he doesn't love you. or maybe because he's not sure yet. but just give it more time and he'll probably say it like he means it
