what is the name of this type of technique?
the pattern used is called marbling.
the way the weight is distrubited where the color is used is called radial highlighting.

you need to take the picture with you, your results will probably be different depending on your exact color. i would suggest a foiling method rather than a cap. foiling you can put the highlight exactly where you want. if you pull hair through a cap, the highlights are more random.

I suggest bringing the picture with you to you'r hair dresser if you're thinking of getting highlights like this.
