I happen to know a few marines and a few black belts. Some marines are tougher than others, and some black belts are more gifted than others. So it depends on the men.

Ok first of all this question is WAAAAAAAAAY to broad. But if we are talking about a true martial artist ( not a mcdojo one) I'd put my money on him as long as 1 of 2 things were true.
1. If he wasn't mixed martial arts he have at least 5 years exp
2. If he was mixed he have 2 years.
This isnt for sure as some marines are pretty good fighters and in reality the ones that are might as well be martial artists (you know that military martial arts has belts too). But the marines main achilles heel is the fact that h2h is a very small part of their training as they have alot of stuff to learn and they arent very likely to use h2h. But they do have alot of good moves that they basicly stole from all different styles ( kinda reminds me of pretty much and old fighting game where there is that boss character that has little bits of all the fighters moves in his style). So they lack anywhere near as much exp but they do have alot of efficient quick kill techniques. However so do the martial artists that also have waaaaay more exp so thats why my money is on the martial artist. That is if the marine doesnt cheat which I really dont think they would have a problem with

Hey Samdrago, just because a marine practices a few techniques it doesn't make him the "all knowing anticipater of attacks". Get real. The US has one of the finest militaries in the world. But, the are not superhuman. They can't see every attack coming. They don't have esp. I have wrestled with marines that couldn't fight their way out of a paper bag. And I'm sure there are ones out there that are right on with counter attacks. Same with martial artists.
It depends on the two people. It depends on who wants to win more. It depends on what martial art the black belt studies. If the art was Tai Chi, maybe not. If the art was hapkido, maybe the outcome would be different.

There is no comparison between a 'Marine' and a 'Black Belt'
Honestly, I know variations for the military and the martial arts. In the end, like its been said countless times, to the point that I more laugh than take these questions seriously, that...
IT'S THE ARTIST. THE ART ISN'T IMPORTANT - THE ARTIST IS ALL THAT MATTERS.
Therefore: Pin two specific people against each other - fine. If not, the question is moot and irrelivant.

Would depend on if the Marine had any training outside of his military training. Having had experience with ex-military including marines as well as special forces like Green Berets, and Navy Seals I can state that if they were relying solely on military training they would not stand a chance against an experiences balck belt, or even a lower rank like a brown belt. Of course it woudl also depend on which art the person had a Black Belt in.

i would go for the U.S. Marines.
As i know during the recruiting of the U.S. Marine, the 1st training they receive is Martial Arts!
So with the same age, sex, experience and years given to both individual to fight, the U.S. Marine would edge more in one on one situation. The Martial Arts they learn wouldn't be as technical as the Black Belt in Martial Arts, but they learn confidence, strengthness/toughness, and self-dicipline during combat. I guess the U.S. Marine would have more confidence during a combat, that's is what you need during combat. Confidence & Heart. They have more experience as they have combat/sparring with each member in the field to boost up their confidence. Not just a few sparring, ALOT of them! and it's FULL TIME Job!
Oh ya, one more thing, if any of them fight too. I don't think U.S. Marine would follow the book. I'm a black belt myself but i won't have the confidence to go fighting with a marine, it's easy to gain a black belt than maintaining as a U.S. Marine.!!!
So U.S. Marine for Me.

I have a 10 year old cousin who was a black belt at the age of 8. Not many 10 year olds are Marines, but many marines are black belts, I would say that if it really came down to it, and Chuck Norris was up against Sargeant Slaughter, Im going with Norris everyday of the week, even Sunday. But Im not Don King, (He was neither marine or black belt, that I am aware of...)

The warrior that trains more frequently and with a higher level of quality will be superior, the one that spends more time applying the techniques on a live person will be the one I bet on.
What if the black belt is a US Marine? What if the Marine in question is 70yrs old?
Do not put a lot of emphasis on rank, put emphasis on training.

With one unaware blow I think the Marine would win. If it was a black belt who had his rank and didn't train a couple times a week he would have to be careful otherwise he would take it. The black belt is probably smaller. Make it break, make it bleed. If they didn't become friends like it was all meant to happen then one or the other would be permanently disabled.
