Naw, washing them just contaminates your sink.
Broiling them will kill any bacteria, but it is always a good idea to make sure the meat is well cooked, and not raw internally. At least 180 inside.
Use a corian or synthetic cutting board for raw meat, and use ajax or a bleach based powder for cleaning anything the raw meat touches.
Another common mistake is to use the same utensil for handling the meat.
Use it when the meat is raw and it becomes contanimated also, and you should switch to something else when the meat is cooked.
Put some garlis salt on the steak and enjoy!

When you mean sealed I'm guessing you mean in cryovac not in the store display container with the soaker. In the case of cryovac there are juices that have formed but are just fine, you do not need to 'wash' the steak, wipe it with a paper towel, add your seasonings, bar-b-q and enjoy! Serve with a green salad and twice baked potato.

No, because when you boil them, that should take care of any bacteria, as long as you boil the meat long enough, I believe, but you should check out the time the meat needs to be boiled. Why are you boiling these sirloin steaks, why not grill them, they'll taste better.

Not unless you've had it thawed out in your fridge for a couple of days. But remember to freeze any meat before thawing out & cooking, because this will kill any possible parasites. If you don't freeze it, you stand the chance of ingesting parasites. I know most people think the fresher the better but ... trust me, freeze it first.

I rinse all meat before cooking. They way things are now it couldnt hurt.
